House Accidentally Passes Bill Declaring Haitians “Official Backup Americans” After Misreading Acronym

Lawmakers shocked to learn BUSA Act does not, in fact, fund a space laser.

WASHINGTON, D.C. — In a rare moment of bipartisan confusion, the House of Representatives on Thursday overwhelmingly passed the “Backup United States Americans Act” (BUSA), a bill legally designating Haitian immigrants as “Official Backup Americans” in case the current batch of citizens continues to underperform.

The legislation, intended as a pushback against Trump administration policies, was reportedly drafted to offer humanitarian protections and work authorization. However, due to a last-minute copy-and-paste error and a collective refusal to read past page two, the final text now requires federal agencies to “maintain Haitians in good standing as a fully functional reserve population, ready to step in should primary Americans fail basic democracy stress tests.”

Bill Says Haitians To Be Rotated In Every Four-to-Six Election Cycles

Under the new BUSA framework, Haitian immigrants will not only be shielded from deportation, but also formally enrolled in something called the “National Civic Relief Bench,” a kind of democracy bullpen for when turnout drops or polling places devolve into fistfights and Facebook arguments.

“Think of it like a backup generator,” explained Rep. Lila Morton (D–MA), who co-sponsored the bill and only learned of the ‘backup’ clause when reporters read it to her slowly. “When America’s main electorate is running on fumes, Haitians will be plugged in to keep the lights of basic competence on.”

The law further instructs the Department of Homeland Security to develop a color-coded chart ranking U.S. voters by “democratic reliability,” with Haitian immigrants automatically placed in the “Emerald Tier” for “still believing voting actually matters despite all available evidence.”

“They’ve survived catastrophes, coups, and our foreign policy,” said one senior aide. “We figured they can probably handle a Maricopa County school board meeting.”

Trump Allies Furious To Learn Haitians Now Eligible To Substitute In For Citizens

Conservative lawmakers immediately denounced the bill, insisting that allowing Haitians to serve as emergency replacement Americans would “undermine the sacred right of U.S. citizens to screw things up entirely on their own.”

“First they came for our light bulbs, now they’re coming for our right to be uniquely terrible at self-government,” complained Rep. Dalton Reeves (R–TX), who voted for the bill before staff explained that ‘BUSA’ was not, as he believed, “a patriotic bus subsidy.”

In a statement apparently dictated in all caps, a Trump spokesperson blasted the measure as “AN OUTRAGEOUS ATTEMPT TO IMPORT A BETTER VERSION OF AMERICANS WHO READ THINGS AND WAIT THEIR TURN IN LINE.”

The spokesperson added, “REAL AMERICANS DO NOT NEED BACKUPS OR INSTRUCTIONS,” before asking a reporter if “Haiti is the one with the canals,” according to witnesses.

Committees Rush To Clarify Whether Haitians Can Sub In For Congress Too

Following the surprise passage, several House committees convened an emergency, closed-door session to determine how far the “backup” designation extends. Legal counsel reportedly warned that a strict reading of the text could allow Haitian immigrants to replace underperforming members of Congress, cabinet secretaries, or “any official who confuses a hurricane forecast map with an art project.”

Market analysts say the possibility has already triggered panicked lobbying.

“If they can swap in competent Haitians for struggling incumbents, we’re going to see a real dip in demand for lobbyist-provided brain cells,” said one K Street consultant, adjusting his American flag lapel pin and his second martini.

The Pentagon has also sought clarification on a clause authorizing “disaster deployment of Haitian problem-solving skills” to domestic crises. A draft memo proposes a “Haitian Rapid Response Corps” that would be airlifted into any state where residents have elected a governor who insists hurricanes are “fake news wind.”

Haitian Community Politely Asks What On Earth Is Wrong With This Country

Leaders in the Haitian American community greeted the bill with a mix of cautious relief and baffled resignation.

“We are glad Congress has finally recognized our humanity,” said Marie-José Laurent, director of the Haitian Civic Alliance. “We are less glad they did it by writing a law that treats us like the spare tire in America’s emotional trunk.”

Asked whether Haitians were prepared to step in as “backup Americans,” Laurent replied, “We have been your backup conscience, backup nurses, backup church volunteers, and backup home health aides for decades. If you want us to be your backup democracy too, at least give people reading glasses in the House.”

Still, many Haitians said they were willing to play the role if it means their families can stop living under the constant threat of deportation extensions that expire “roughly as often as the iPhone updates terms of service.”

The fictional BUSA Act in this article is satire. In reality, the U.S. House has considered legislation to protect Haitian immigrants — particularly those with Temporary Protected Status (TPS) — as a response to efforts by the Trump administration to end those protections. The real debate centers on humanitarian relief, legal status, and immigration policy, not on designating Haitians as “backup Americans.”

Advocates argue for stable, long-term protections; opponents generally frame their objections around broader immigration and enforcement concerns. No current bill authorizes Haitian immigrants to substitute in for U.S. voters, members of Congress, or anyone unable to locate Haiti on a labeled map.

As of press time, lawmakers vowed to carefully review future immigration bills, right after they finish googling “What does Haiti actually know about hardship, exactly.”
