BRUSSELS — In a fictional preparatory memorandum circulated before Secretary of State Marco Rubio’s NATO meetings, alliance staff were instructed to treat American reliability as “a fluctuating atmospheric condition” requiring hourly updates, laminated handouts, and one emergency binder labeled “Do Not Open Unless He Posts.”
The memo, prepared by the imaginary Office of Transatlantic Reassurance Calibration, advises European governments to stop asking whether the United States remains committed to NATO and instead submit their concerns through a new standardized form: Schedule R-5, “Request for Clarification Regarding Whether We Are Still Doing This.”

Under the new system, NATO members will be assigned daily reassurance levels based on troop posture, Iran policy, China remarks, Senate murmuring, court developments, and whether anyone in Washington has used the phrase “burden sharing” before breakfast.
A green level indicates “traditional American commitment.” Yellow means “commitment pending cable-news interpretation.” Orange signals “please call Rubio.” Red requires allies to begin quietly Googling “independent deterrence but affordable.”
“The goal is not to eliminate uncertainty, which would be unrealistic, but to give uncertainty a badge, a lanyard, and a seat assignment,” reads one fictional briefing note.
Diplomats were also encouraged to avoid sudden movements around the phrase “U.S. troops in Europe,” which has become sensitive enough to require padded language. The recommended substitute is “forward-deployed reassurance assets with potential calendar issues.”
Rubio Tasked With Carrying America’s Warranty Card
Rubio’s fictional briefing packet reportedly includes a foldout chart explaining that U.S. foreign policy remains fully operational, subject to executive interpretation, congressional weather, Supreme Court background noise, and the possibility that a single interview may void several paragraphs.
European officials, in this satirical scenario, are expected to ask whether Washington can deter Russia, manage Iran tensions, compete with China, and answer emails in the same week. The approved response is a solemn nod followed by the phrase, “The United States continues to value the meeting at which this question was asked.”
To improve morale, NATO staff prepared complimentary tote bags reading “Strategic Stability 2026,” though procurement revised the slogan to “Strategic Stability?” after legal review.
The meeting agenda also includes a closed-door session titled “Continuity Planning for Democracies With Push Notifications,” followed by coffee, pastries, and a panel on whether reassurance still counts if delivered in Times New Roman.
